Adding in a manpower modifier in a national focus?

So I recently started modding Hearts of Iron 4, which is my first time modding a paradox game but none the less, I was editing Germany and wanted to add an idea to Anschluss were Germany gets either 1 to 1.5% pop increase. Essentially what Japan has with spiritual mobilization i wanted to add to Germany but not as strong. I made the idea and made sure it was referenced in the focus XML file and it had all the necessarily things. When I go into the game I see "Add" below it but that's it. Am I missing something? Should I just make a separate national focus for it? any help is greatly appreciated. The links below are pictures of the code
